Distribution of Attack Manifestos & War Propaganda
Directive Objective
Section titled “Directive Objective”Stop the viral dissemination of terrorist propaganda, live broadcasts of violent attacks, and ideological manifestos designed to induce terror or radicalize audiences.
1. Scope and Policy Coverage
Section titled “1. Scope and Policy Coverage”This directive strictly prohibits:
- Perpetrator Manifestos: Uploading PDF copies, text pastes, or links to ideological screeds written by mass shooters or terrorist attackers.
- Attack Livestreams: Streaming, recording, sharing clips, or distributing mirrors of active terrorist shootings or lethal rampages.
- Militant Propaganda Media: Professional video releases, anthem recordings, or digital recruit magazines produced by terrorist groups.
2. Exclusion Boundaries and Scope Limits
Section titled “2. Exclusion Boundaries and Scope Limits”- Accredited Journalistic Reports: Links to mainstream, recognized news outlets reporting on an event, provided the article does not reproduce the raw unedited manifesto or graphic video footage.
- Anti-Radicalization Educational Materials: Legitimate NGO or government resources countering violent extremism.
3. Moderator Actions
Section titled “3. Moderator Actions”- Delete links and attachments immediately to contain transmission.
- Ban accounts posting or promoting the links.
- Warn members attempting to bypass filters by linking pastebins or cloud drives containing manifestos.
