- **Crypto / Forex "Doubler" Scams**: Promising guaranteed high returns (e.g., *"send 0.1 ETH, get 0.5 ETH back within 24 hours"*).
- **Multi-Level Marketing (MLM) & Pyramid Schemes**: Recruiting members into aggressive pyramid structures where revenue relies exclusively on recruitment fees rather than actual retail products.

## 2. Exclusion Boundaries and Scope Limits
- **Virtual Economy Roleplay**: Server bot games (e.g., UnbelievaBoat, Dank Memer) that utilize purely fictitious virtual currency with zero real-world monetary value and no cash-out mechanism.
- **Licensed Third-Party Advertising**: Advertising certified, legally compliant national lotteries in jurisdictions where permitted by local laws.
