## 1. Scope and Policy Coverage
This directive regulates fraudulent financial operations:
- **Carding & CC Dumps**: Sharing, selling, or testing stolen credit card numbers, CVVs, bank fullz, or bank drop routing numbers.
- **Cracked / Stolen Accounts**: Selling unauthorized login credentials for streaming services (Netflix, Spotify), gaming accounts (Steam, Riot), or cloud platforms generated via credential stuffing.
- **Refund Fraud & Chargeback Abuse**: Selling "refund methods" designed to defraud online merchants via fabricated claims of missing parcels.
- **Money Laundering & Crypto Mixing**: Using server channels to clean stolen cryptocurrency or move fraudulent funds through intermediary accounts.

## 2. Exclusion Boundaries and Scope Limits
- **Legitimate Payment Inquiries**: Disagreements between users and Discord billing regarding subscription cancellations or refunds handled under **ToS Category 6 (Payment Services & Subscriptions)**.
- **White-Hat Cybersecurity Discussions**: Theoretical analysis of credential stuffing techniques without sharing live databases or operational attack targets.

## 3. Moderator Sanctions
- Carding shops and credential markets must be eradicated immediately with permanent server bans.
- Purge any credit card data or login dumps immediately to prevent further account hijacking.
